The landlord put my security deposit in a special bank account and gave me notice within 30 days after I paid it of the amount of the deposit, where it is kept, the type of account and the current rate of interest for that account

 

The landlord has followed the law up to this point. You do not have any legal basis at this time to request that the landlord give you your security deposit or apply your security deposit to the rent that you owe. However, you will be able to ask for your security deposit back from the landlord when you leave your apartment.
