Special Medicaid Program for People with Breast or Cervical Cancer

New Jersey has a special program for people who were screened and diagnosed with breast or cervical cancer by one of the Cancer Education and Early Detection (CEED) programs.

The income limit for Medicaid’s Breast and Cervical Cancer Program is 250% of the poverty level, which is a higher income limit than for most other Medicaid programs. There is no asset limit for eligibility. To qualify for this Medicaid program, a person must be a resident of New Jersey and must meet all of the following conditions:

  • Be screened and found to need treatment for breast or cervical cancer by a CEED program. (List of facilities that provide this screening program.)
  • Not be eligible for any other Medicaid program.
  • Be under age 65.
  • Be a U.S. citizen or legal permanent resident. (There is no five-year waiting period for certain groups—for example, refugees and asylees.)
  • Have income that is not more than 250% of the federal poverty level ($27,075 for a one-person household, $36,425 for a two-person household).
  • Not have other health insurance—for example, Medicare, individual, or group health insurance coverage or not have enough health insurance coverage.

Applicants apply for the Medicaid Breast and Cervical Cancer program at a facility with a CEED program. The CEED programs provide screenings and other important cancer detection services for eligible individuals. See Cancer Education and Early Detection (NJCEED) (from the New Jersey Department of Health and Senior Services) for more information.

Eligibility for this Medicaid program lasts only while the person is under the age of 65 and in need of medical treatment for breast or cervical cancer. However, during this eligibility period, the program provides the full scope of Medicaid-covered services for the individual, in addition to the treatment for breast or cervical cancer.

If you think you are eligible for the NJ Medicaid Breast and Cervical Cancer program but you have been denied or terminated, you may contact your nearest Legal Services office or call LSNJ-LAW™, Legal Services of New Jersey’s statewide, toll-free legal hotline, at 1-888-LSNJ-LAW (1-888-576-5529) to see if you are eligible for free legal assistance. Hotline hours are Monday through Friday, 8:00 a.m. to 5:30 p.m. If you are not eligible for assistance from Legal Services, the hotline will refer you to other possible resources.
