The AIDS Drug Distribution Program (ADDP—pronounced “Aye-dap”) provides free* (see important note at end) medication necessary for the treatment of HIV and AIDS for eligible New Jersey residents without insurance coverage for the drugs.
Do I qualify?
To be eligible for ADDP, you must:
- Be a resident of New Jersey for at least 30 days before you apply.
- Have gross income that is not more than 500% of the federal poverty level. For 2009:

- Have your doctor complete a DHAS-37 Certification by Physician form that certifies that the medicine is medically necessary to treat your HIV or AIDS. You must also sign this same form to consent to your doctor sharing your medical information with the NJ Department of Health and Senior Services.
- Have either no health insurance coverage for your HIV/AIDS medications or your health insurance will no longer cover the cost of the drugs.
How do I know if the drugs I need are covered?
ADDP covers a wide range of FDA-approved medications for treating HIV and AIDS. Your doctor or clinic can advise you about which ADDP-covered drugs are what you need.
Where do I get the ADDP-covered drugs?
You can get your medications free of charge from any pharmacy that takes New Jersey Medicaid (most pharmacies in New Jersey take Medicaid). ADDP has a DHAS-38 Certification by Pharmacist form that your pharmacist and you must sign.
How do I apply?
You can do any of the following to apply:
- Print out the application (and the forms for your doctor and pharmacist) from the NJ Department of Health and Senior Services ADDP Web site.
- Call 1-877-613-4533 and ask for an application and forms to be mailed to you.
- Ask your HIV/AIDS case manager for an application.
- Mail a request for the application and forms to:

*Note: For the 2009-2010 New Jersey State budget, the governor has proposed an ADDP co-payment. Individuals eligible for ADDP with incomes between 101% and 500% of the poverty level will be charged a co-pay of $6 to $30 per covered medication. If this proposal becomes law, we will update the ADDP information above.
